Ah! John, a great suggestion.
 
However there is a glitch in this. Have you ever waited in line at
a restaurant? How many people who request the non-smoking section
will defer to the smoking section to get an earlier seating?  How
many non-smokers will defer to the one smoker in the group and sit
in the smoking section?
 
The fact that a non-smoker will sit in the smoking section tells me
that attempting to have an effective boycott will not work because
there are those who would still use the establishment.  
 
Its similar to voting on a referendum.  If you adamant about the
issue you will make every effort to get to the polls.  If you aren't
so adamant, and there aren't other reasons to get to the polls, you
may or may not go. However, if you seldom if ever vote you are
unlikely to do so unless you have a very strong position on the
referendum.
 
Thus those who are adamant about non-smoking will boycott the
establishment.  But I would bet that most people would not.

It should be a simple matter for the non-smokers to begin campaigns

of boycotting places that allow smoking. Making it clear to the 
establishment that your not gonna spend your money so long as
smoking 
is allowed.

The non-smokers have a power above all else, $$$$$ and economic 
boycotts have proven to be very effective when properly organized.

Of course it is far easier to get government to do it for you, than

it is to do it yourself, isn't it?
