Tim,   The answers to your questions on billboards may have to wait a few
days.  I'm burried in work and Jeanne Weigum is also gone for a few days.

Paul,   In response to frivoulous lawsuits,  it's a little more complicated
than that.  In many cases the billboard industry has been the party to file
a lawsuit.  There is state legislation as well as city ordinances which come
into play and have to be tried.  But one important question is should the
City be paying the billboard people or is it just another form of corporate
welfare?  This Mayor has always been a friend of the industry.  His office
directs the city attorney who hold most of the cards on the city level.
That is why some cities are successful in ridding themselves of billboards
and some are not.

What should not be lost in this discussion is that billboards are costing
the Saint Paul taxpayers millions of dollars each year because property
valuations have been reduced.  Most of the communities in the Metro Area
have figured this out and already bans or limits billboards.  I think you
live in Lauderdale.  What are the restrictons in your city?
