If Dennis' statistics are fact, then I question why we don't have a total smoking ban in all public places. What the Mayor, Dan Bostrom and the bar owners are saying is that they want to cater to the less than 25% of the population that can't or won't stop smoking while in a public place. It says that they are confident that the more than 75$ of the population will bow to their wishes. I won't even attempt to go into what it says about how Dennis' statement about how this has any bearing on hurting the poor.
