"The city of St. Paul will spend up to $1 million to try to hide entrances to caves that claimed the lives of three teenagers last April."

" "What is being suggested from a technical standpoint is far more aggressive than anything that has been done in the past," said St. Paul Mayor Randy Kelly. "It is using materials that will make it virtually impossible for people to dig into."

City officials have struggled for decades to keep people out of the caves, which stretch for 11 miles along the Mississippi River. The caves technically are old mines that were created in the 1800s to remove the nearly pure quartz sand."
