While this doesn't have actual dollars for expenditures, but just percentages, it is interesting to note that as a percent of the budget Saint Paul is almost exactly the same as the state average. The most important difference is probably "Pupil Support Services", where we spend 5.7% of our budget and the average is 3.2% -- this is probably a reflection of poverty, etc. But that the rest is so very much in line suggests you won't find "waste" in the budget.
Also, I'd like to point out that our Governer has decided that what we need is not more money, but more high-stakes testing (every year!). This is nothing short of an attempt to create a state ciriculum, as teaching to the test will be inevitable if they are annual and the future of the school depends on it. Combining the call for testing, testing, testing and the starvation of funds it's pretty clear -- what we have in front of us is a Gov who is saying, "Do what I say, or the jackboot comes down!"
