Pulled  the SPPS data out of the DOE files for readability.

According to the June 30, 2004  Independent Auditor's Report, total SPPS 
revenues for fiscal year 2003 were  $532.3 million.

Special Education accounted for 
9.1% of revenues  ($48.4 million) and 
17.1% of expenses ($93.7 million)

In 2002-03, $45.3 million was diverted from our general education  classrooms 
to meet federal Special Education mandates.  (Somebody should  check my math.)

Hence the call to fully fund mandates/no more unfunded  mandates.

It's not that we don't value Special Education, it's just that  the ones who 
bear the brunt of the burden are the children and teachers in our  classrooms. 
 What's more, it doesn't look like we can look for any relief  from the feds.
