It is an interesting point that for the last fifty years that I am aware of 
and probably longer than that FEMA (the Federal Government) wouldn't let the 
City take any land out of the flood plain.  But last year all of that change 
and 
suddenly there is no longer an issue of water displacement on the river.  The 
MET council does one study that says the water will rise less than an inch in 
the river valley when you take millions of gallons of water off of the 
airport.  Change the government to one that is more pro-development and they 
are 
able to make the water not rise as high in the spring time.  Its an amazing 
thing 
how that happened.  

But, seriously you have to understand that your job is not as important as 
the convenience of 3M executives that don't want to temporarily drive all the 
way to Bloomington to take off in their private jets, in the event of flooding. 
 
Sorry you are expendable in the scope in of job value.
