I think that this, if it is his opposition is completely baseless. Stating it as a fact that people don't buy above retail is simply false. If you look at the Wacouta Commons on the east end of downtown, the west 7th mixed use development, or the Upper Landing project along Shepard road, you will find that not only do people want to live and buy above/near a store, but that those condos are commanding huge premiums. That is what the TN zoning is all about. Putting retail near the people who need it so that they don't always have to leave their neighborhood to get their shopping/services needs accomplished. Almost any St. Paul housing project that includes city funding will have both retail and housing as part of it. That will be the case with the new hospital linen site on E. 7th, the redevelopment of the County Jail site and others. If Bostrom is against this sort of development, then he is further out of the loop than I thought.
