That's disingenuous claptrap on Krauthammer's part.

Regardless of how HE defined the 'Bush Doctrine' back in the summer of  
2001, when he was gleefully cheering on Bush unilaterally abrogating  
treaties, the Bush Doctrine of today, the guiding principle of  
American Foreign policy, is pretty much what Gibson said.

It's been laid out by Bush himself in speech after speech, and in  
National Security Strategy itself <http://www.whitehouse.gov/nsc/nss/2002/ 
 >, <http://www.whitehouse.gov/nsc/nss/2006/> where they explicitly  
laid out the cause for preventative war.
