I agree with adding the license file. However, I'm a little nervous about
making struts.jar available separately (I read that proposal as being more
for class libraries like the ones in Commons). Who's the target audience?
What will happen when a Struts 1.0-final user sees that, and says "oh,
that must mean I can just drop in the new JAR file and everything will
work" (which is most likely *not* the case)?
