Yes, I've (mostly) followed the discussion on 'general'. For Struts, I'd
like to suggest that we consider something which I believe follows the
spirit of that discussion, although it does not follow it literally.

The Struts 1.0.1 binary distribution currently looks like this:

jakarta-struts/
    INSTALL
    LICENSE
    README
    lib/
        (struts.jar, tlds, dtds)
    webapps/
        (documentation, example and test web apps)

My interpretation of the spirit of the discussion on 'general' is that it
would be a good idea to make available a minimal binary download, in
addition to the standard binary download.

In my opinion, for Struts, it would be a *bad* idea to make available the
'struts.jar' file as the minimal download, independently of the
corresponding tld and dtd files. This would likely lead to many "bug"
reports which are simply the result of mismatched files.

Therefore my suggestion is that the 'minimal' download be
'jakarta-struts-lib.zip', which would include only the contents of the
'jakarta-struts/lib' directory. Regarding the ASF license, we could either
include a copy under 'jakarta-struts/lib' directly, or include a copy in
'struts.jar', or both.
