AFAIK, there is no way to disable Pop-up GUI .
User can always get access to Pop-up GUI by
pressing Stop-M or Stop-S. If it's password
protected it will allow you to enter only after
authentication.
However, one can reset the password with out
any permissions and so can always change the
local config with out admin knowledge.
