I'm using 25 touchscreens throughout our manufacturing environment; they worked in 3.1 and now in 4.0. It took some work at first, but they work pretty reliably now. I am not using the Windows Connector though, so I can't say for sure how that would work.
Our touchscreens are USB based, not serial, because we needed the serial port for something else.
