Because the firmware doesn't handle it very well.

All is fine if, say, 2 out of 2 of the A records are up.  If one goes
down, there is a 50% chance that a DTU will get handed it by DNS.  It
will then attempt to connect to the downed config server for some period
of time (feels like about 10 minutes, might be shorter) before resetting
itself and hoping that it doesn't get the bad one again.

Therefore, if we have 100 DTUs and one downed config server, after 30
minutes we can expect 7 of them to still be trying to contact the downed
config server.

What the DTU should do is try one, then the other.

We did raise a ticket for this, but didn't hear if an RFE had been
raised or not.
