utsetup is the new wrapper around utinstall, utconfig, and sets a bunch of other settings that used to be manual. While I don't have s11e anywhere to try 5.2 on, I would say go with the old utinstall and don't use utsetup for anything if you're following a guide written before utsetup existed.
