I don't think he's suffering from Tinnitus, since he says the whine stops 
when he unplugs the computer.   He's probably hearing the power supply - 
I've heard this before.

Real Tinnitus - which I have, BTW - never stops.   You don't notice it so 
much during the day, when there's lots of ambient sound.   Mine is very loud 
at night, however.   It's a constant, very high pitched tone I hear in both 
ears.
