To respond to both Tom & Jeff, it has always booted from cold start just fine with any of the SCSI drives. Absolutely no problems when booting to scsi with Memory Test on. Why would that be? The problem seems to have been more directly associated with the ATA card & the delay from the Memory Test. The problem has only been occurring for about two months too. For the first 4 months I've had the ide card, all worked fine on this issue. It also didn't Freeze or hang in the usual sense on cold start. The ide drives spun, video signal was there, the ide drives just didn't go through the System start up procedure. I will run some ram tests anyhow just to be sure there isn't some tweaked anomaly.
