Well I  may have stumbled onto a solution to my problem but its going to
take some more investigating on my part.   I just located a utility App
called DVD Toolkit, which tells you what the RPC status is for your dvd
drive.  RPC is 'Region Playback Control', kind of like a firmware, and
sometimes this needs to be reset but can only be done by the vendor or
manufacturer.  I guess RPC-2 relates to write capability.  Here are the
results:

>> Region 1

So if I am reading this correctly, a  LF-D211A DVD/RAM drive is an RPC-2
drive whose region is locked.  (Interestingly, these regions also have some
coorelation to regions of the world, but that's for the next novel :)  Now I
need to figure out how to go about resetting this.   I've also just heard
back from Panasonic so I may get that answer soon.
