I don't know much about Jaguar, but I have the following general comments about slot placement for the cards listed above. The USB only, and firewire only cards should work fine in slots 3 - 6, i.e. the lower slots. I'm not sure about the Radeon. Has anyone tested its slot compatibility? Because it is a dual head video card I am inclined to believe that it will require one of the upper (#1 or #2) slots. And some video functions seem to be significantly enhanced (or not degraded) in the upper slots, so you should probably put the Radeon in an upper slot. That just leaves the UW and the ATA card. As long as the USB and the FW cards are the only other cards in the lower slots, you should be able to put any third card you wish down there and have it work properly, I think. So put one of the remaining cards in one of the upper slots and the other remaining card in one of the lower slots, and you'll probably be fine. If you later try to add a fourth card to the lower slots you may have problems. As far as I know the VST UltraTek/66 is the only ATA card that has problems in the lower slots. If you have one of those it almost must go in one of the upper two slots. Most SCSI cards should work in the lower slots, but some of them seem to have problems. Any of the dual channel cards will be problematic (dual function cards in general are a problem in the lower slots) and I think some folks have had problems with the single channel Miles2 card, but I don't remember exactly. The Adaptec 2940UW is very well behaved in the lower slots, but isn't it unsupported in Jaguar? It would help to know which specific ATA and UW cards you're considering.
