Jenna,
I apologize for my rant.  Have you removed the
motherboard battery yet?  Take it out for about 20
minutes.  Put it back in.  Try to boot from a CD by
holding down command+option+shift+delete or try again
with the C key.  If you can boot from a CD, open up
Drive Setup and try to initialize the hard drive.  If
you still can't boot from it, I would ask you to try
the following.  Move the CDROM and hard drive from the
FAST SCSI connector to the standard SCSI connector at
the rear of the motherboard.  Try different
combinations of those devices and those connectors.
Make sure that your SCSI ID's on the HD and CDROM are
different. If none of this works, remove all third
party RAM memory from the computer and try again.  If
that doesn't work, remove and reseat all PCI, memory
and processor cards.  Whenever I have problems like
this, it is usually because I overlooked something. 
When you installed the new CDROM drive, did you set
the SCSI ID?  I apologize for second guessing, I just
hope that we can help you get back up and running.
