On your SeaMonkey menu bar, go to [Edit > Preferences].  On the left
side of the Preferences window, select [Browser > Tabbed Browsing]
(Browser should already be selected).

At the bottom-left of the Tabbed Browsing pane under Link Open Behavior,
which one of three radio buttons is selected?
