Then you are getting a new window when you click on a thumbnail in the
page at <http://tinyurl.com/2bwlkd7>. I have tested this and confirmed
that those thumbnails do indeed cause new windows to be launched.

The back arrow in a new window does not have the capability to return to
the prior page of another window, even if that other window spawned the
current window. This is also true of a new tab.

Anyone who thinks government owns a monopoly on inefficient, obstructive
bureaucracy has obviously never worked for a large corporation.
