It's like double-clicking on folders in some Linux distros.

If they do this there should be a pop-up menu on first-install
that offers to change it to windows instead of tabs - let the

Yes. and once set it should be permanent. Banish tabs forever if that's
what you want.
Even now despite setting for open in windows only some websites stil
open tabs or will open in window and when you go to next window on the
same webpage it switches to those Dxxx tabs.
