Since nine hours went by before this useful suggestion arrived, I gave up on the NG and solved it as follows:

1) Since my laptop's installation was working but didn't have my most recent emails (everything else being the same except history), I renamed my problematic \Mozilla directory to \Broken Mozilla and copied the corresponding \Mozilla directory from the good machine to the troubled machine. I verified that this installation worked by briefly launching, inspecting, and terminating it.

2) With SM fully closed on the troubled machine, I navigated in Windows Explorer to each of the mail or news account folders within \Mozilla and deleted all their contents, leaving the folder names.

3) For each mail or news account folder, I copied the corresponding contents from the \Broken Mozilla folder to the \Mozilla folder. For example, I copied the contents of \Broken Mozilla\SeaMonkey\Profiles\00000000.default\Mail\Local Folders\ to \Mozilla\SeaMonkey\Profiles\00000000.default\Mail\Local Folders\, where "00000000" is the alphabet soup that makes up my profile name.

(Note: the alphabet soup is the same on both machines because I had previously done a manual sync by a renaming \Mozilla on the target machine and copying \Mozilla from the source machine; this worked fine.)

4) On relaunching SeaMonkey, I found that all my mail and news accounts were recognized and their message folders were intact. I then deleted the \Broken Mozilla folder.

I still have no idea how or why they vanished. I hope most of my hair will grow back.
