It's not new. It is the same window you get when you use Ctrl-D but it is just under the right end of the address bar. I usually bookmark by right clicking somewhere on the page I want to bookmark and choosing "bookmark this" and that opens the Add New Bookmark window. Try clicking on the pencil at the end of the address bar.
I have no pencil :-). I guess something in my prefs disabled it.
That will open it also right under the pencil. The icon you speak of that bookmarks the current page into Unsorted Bookmarks, is that the pencil?
No, it's the bookmark-shaped icon (tiny oblique green ribbon in the Default theme) that bookmarks into Unsorted.
