I've found this kind of thing, when working in Composer, whether it's in the Normal tab, or any other tab.
I think the thing that you're missing is that you have to click on the document content, to make sure that it's selected, and that you have a cursor flashing. From there, Find seems to work OK.
I have several HTML documents that I maintain, and when I want to edit, Seamonkey is normally open, and often the easiest way to get the document opened in Composer is to view in the browser, and then press CTRL-E to open Composer. If the first thing that I do in Composer is CTRL-F to search, then I get the same "doesn't work" that you are reporting. However, if I click once, then it works fine.
This one also seems to be something specific to Windows. I checked against my Linux box, with the same sequence with CTRL-E, and as soon as Composer is open, CTRL-F pops up a search dialog.
I don't have any specific expertise, but to me, this effect seems to be something that's peculiar to how Windows handles selection of active Windows.
