If the document is being edited, and hasn't been saved, the pop-up
appears for me in my brief test. Once saved, I have to start editing the
document again before Ctrl+F works.

Try "Restart with Add-ons Disabled" to see if an extension is causing a
problem.

I had a minor accident and got distracted for a bit but tested this under Windows 7 and Linux. The search-and-replace dialog only works once I have made some other (unsaved) change, something like deleting and re-inserting some random character.
