I removed the old Java and installed the new one. It still did not work
in SeaMonkey.

I then removed the new Java. I started going through all the remaining
folders where I had installed Java and found a few files that were
locked as still being in use. I have an application called Unlocker
that told me the files were being used by some remnant Java executable
that was still running. I had Unlocker kill that executable, deleted
the files and the executable.

When I again installed the new Java, everything worked okay.
