For the toolbar, go to [View>  Show/Hide] on the main SeaMonkey menu
bar.  If there is a checkmark for Bookmarks Toolbar, check that item to
toggle it and remove the checkmark.


I did that about 10 years ago.  I want to permanently remove the folder
too.

...after a second look...it seems you can't do that anymore...because that folder is now built into the system like Unsorted Bookmarks. Which wasn't the case prior to SM 2.x.x.

So you're stuck with it.
