userChrome.css and userContent.css never existed by default. What was created in each profile/chrome directory was userChome-example.css and userContent.css. Unfortunately there was/is a bug that prevented the profile/chrome/ directory being created and thus also missing the contents of the chrome/ subdirectory. We fixed that once but I think it's broken again.
