Since the Composer code is also used in producing HTML emails, I'd
suggest that that isn't the brightest of ideas. And since I have
confirmed in the past day that Composer's new row deletion bug is
definitely there when composing email, it's back to SM 2.16.1 for me.

(And no, I don't need guidance on how ill-advised HTML email is. I have
a correspondent who favors them, and who will therefore continue to
receive them.)

I think you jumped to the wrong conclusion, Removing Composer from the download 
and
installation does not mean removing it from e-mail.  It means removing the HTML
Composer from the options in writing web documents.

It would certainly stop a lot of complaints and problems after a user downloads 
and
installs the latest version of SM, only to find out 1/3 of the application is 
broke.

Yanking a feature that people were using successfully until a few days ago just to stop complaints doesn't strike me as good press, either. And since I've got to believe that the Composer/email bugs have a common cause, it wouldn't help at all with email.
