I think we are talking at cross-purposes, Michael.  Removing (or
de-activating, or concealing, or whatever) the HTML composer so
that users would not hit the "I cannot delete a table row" will
not help, in that if a user then sends an e-mail in HTML format
with an embedded table, he/she will still be unable to delete
a row from that table.
