A site will not show up under "Cookies" unless it has set a cookie, so that "failure" is good news -- it proves that SM is rejecting their cookies.

A site will also not show up under "Permissions" unless you have set their permissions differently from your default. So for example, if your default is to accept only session cookies and you have set wikia.com to accept all cookies, that will be in the permissions list.

If you want to stop being asked, go to Edit | Preferences | Cookies to set your default permissions:

( ) Ask for each cookie [ ] except for session cookies

If you clear the first radio button, SeaMonkey won't ask, it'll just silently follow the orders you give elsewhere in this pane and the site-specific exceptions specified in the Cookie Manager.
