Yeah, the settings there are enabled. Which is why I get XUL
notifications now (limited to the desktop on which SeaMonkey is running)
and I used to get Growl notifications before it was stripped out
(system-wide, regardless of which desktop on which I was working).
This isn't a configuration issue, this is a feature that was removed
between 2.17.1 and 2.19. The change will affect Growl users on Windows
and OS X.
