I am now able to receive mail, and all my folders are correctly mapped. However, I am still unable to send mail via SM. (I've updated now to 2.20.) I was never prompted to provide a password, so I suspect that might be the problem. I can send mail via Thunderbird, and the settings for the outgoing server are exactly the same as for SeaMonkey. I'm really at a loss. I get an error message from the SMTP server, but it's not helpful:
Sending of message failed.
The message could not be sent using SMTP server smtp.purdue.edu for an unknown 
reason. Please verify that your SMTP server settings are correct and try again, 
or contact your network administrator.

In that case, compare the settings on the two programs, you probably
have something mistyped in SM:
Edit | Mail & Newsgroup Account Settings | Your_Account_Name | Server
Settings

Also double-check your SMTP settings on both programs against what your
ISP wants you to use:
Edit | Mail & Newsgroup Account Settings | Outgoing Server (SMTP)
