it's trickle-down old Firefox code IIRC. In older FF, that setting would change whether EVERY open tab had the little X, or just the active tab. I loved it. IDK if it still works there or not.
In SM you can, however, close individual tabs from the right-click drop-down menu....(but I'm on my old 2.0 system again so YMMV)
