Download from http://www.seamonkey-project.org/, and install, but I don't think that that's going to solve your problem.

On rare occasions, a reinstall of Seamonkey can be useful, for correcting corruption of program binaries, or if you're a Windows user, possibly fixing a registry entry. However, for the vast majority of the time, it's a waste of time and effort, as reinstalling (even if you uninstall first) normally doesn't delete your user profile.

If you're having problems (especially ones that you suspect that are related to configuration settings), those are almost always related to your user profile.

The fastest way to reset Seamonkey to original configuration settings is to go to Safe Mode: go to Help -> Restart with Add-ons Disabled, and follow the dialogs. The wording is perhaps misleading, but that will give you the option of disabling all your extensions, as well as resetting all your preferences to original state, and you have the option of doing it either for a one-time check, or permanently.

Safe mode will not touch other user data, particularly your mail configurations and mail stores, address book, bookmarks, etc.

If you really want to start over, without disturbing your existing profile, you can go to Tools -> Switch profile, and that will allow you to launch the Profile Manager to create a new user profile.
