It's dead in the sense that nobody regularly writes code for the Composer component any more. A *volunteer* with an itch to fix something important to their selves wrote the above patch. I doubt that he's interested in fixing anything else in the Composer codebase. We call these: drive-by fixes/patches. So here we have an unlikely combination of someone with an issue they want fixed, and who also has the knowledge to fix it.
