1. On the SeaMonkey menu bar, select [Edit > Preferences]. 2. On the Preferences window, select [Advanced > Mouse Wheel]. 3. On the "No modifier key" tab of the Mouse Wheel pane, select the "Scroll the document" radio button under "Vertical scrolling". 4. Select the OK button. While the default is to scroll 3 lines per up-arrow or down-arrow, that apparently does not apply to scrolling with the mouse wheel. -- David E.
