They use "download" to ACTUALLY MEAN *INSTALL*.
I clicked on the link expecting to download a file which I
could examine.
When download manager did not come up, I aborted SeaMonkey and
restarted
in Safe Mode.
It informed me that an addon was attempting an installation.
I refused permission.
Not that I have seen, the button says "+ Add to SeaMonkey" which
implies "install" to me. If you just want to download the XPI
then right-click and choose "Save Target Link As..."
The site is improper HTML.
https://validator.w3.org/nu/?doc=https://addons.mozilla.org/en-US/seamonkey/addon/prefbar/
reports 23 errors/warnings .
What you see is very different depending on your preferences.
I will avoid https://addons.mozilla.org .
