I understand that, but why would the Mozilla plugin site be
offering an
out-of-date plugin, and then saying it's blocked?

What Mozilla plugin site are you referring to?

Per exemple https://www.mozilla.org/en-US/plugincheck/
Where we can see:

Adobe Flash Player
Shockwave Flash 22.0 r0

v. 22.0.0.209 vulnerable

That's what you have now, not what they're offering.
I go to Tools - Add-ons Manager - Plugins -
Show me for Shockwave Flash - a line with
- a red text: Shockwave flash is known to be vulnerable and should be
udated
- a link labelled "Update now".

This link Is WHAT SM OFFER ME .....
If I click on it SM brings me to that page:
https://blocklist.addons.mozilla.org/en-US/seamonkey/blocked/p1274

INSTEAD OF "Update" the plugin to have a non-blocked one.

OK, you're right that following the "Update now" link from Tools | Add-ons Manager | Plugins does misdirect you to the explanation of the reason for the block. That's not what we were discussing, but yes, it is a problem and I agree it should be fixed.

https://www.mozilla.org/en-US/plugincheck/

Where You see the bad version with the button "UPDATE NOW"

Who brings me to https://get.adobe.com/flashplayer/

Where I see Version 23.0.0.162

Yes, this is what we were discussing; thanks for confirming that it works correctly.
