Try from the command mode: 1. Right click the left window icon on the taskbar (sorry, I forget what it is called - I normally use linux) and then left click on 'Command Prompt'. 2. Paste the following into the command prompt window: "C:\Program Files (x86)\SeaMonkey\seamonkey.exe" (be sure to include the quotation marks) If the command works, then you should see nothing in the Command Prompt window except the standard 'C:\Users\<user>> prompt and seamonkey should open.
