Since you are using windows it could be something amiss in your registry. The simplest way to fix that is to just uninstall SeaMonkey then reinstall it and setup will register it in the registry. So this does not remove your profile data.

Also not sure what you mean by 'The "mail start page" was always SeaMonkey'. Do you mean "Edit > Preferences... > Mail & Newsgroups > Mail Start Page"
