Actually it's an ADC code, which stands for Area Distribution Center.
Your bulk mail is supposed to be sorted by ADC first, then by zip code.
In bundling bulk mail, the ADC replaced the "state" category. Most
states have more than one ADC, and a few ADCs include zip codes in more
than one state. It is difficult to get the mail properly bundled if you
don't have the ADC code printed on the label and it's practically
impossible to get it sorted without having the field in the database. 

Version 2 developers please note -- we NEED this field.
