I'm not sure what you mean by "mapping" value lists to your names -
value lists are merely a pre-defined set of values that a field can
have.  In ebase, you generally only change value lists to reflect your
org's issues, priorities, categories, etc.  In any case, the value list
for the PMT FOR field lives in the Payments file.  To do anything with
it, you need to navigate to the Payments file via the FMP Windows menu.

Files should convert as you open them (which happens as you need them). 
If you want to make sure all are converted now, go to Admin screen, set
ebase to Multi-User, and that will automatically open ALL the ebase
files in order to set them to Multi-User mode.  This will also convert
the files.  If you don't want ebase set to Multi-User, you can re-set it
to Single-User.  To find out which haven't been converted, look at the
icons in the folder that contains the ebase files (for example, the
Names_.102 file).  Converted files will have the FMP icon, non-converted
files will have the generic windows icon (on PCs).

It's unclear what you're trying to do and why you want to do it.  Fields
can be set up (by the developers) to either contain value lists (which
define the values that a field can take) or not.  If a field doesn't
already have a value list, it probably shouldn't contain one - and if
you decide to change it so that it does, be clear why.  I'd recommend
not monkeying with ebase at this level unless you really understand what
it is you are doing and what will happen when you do it.  In any case,
before you make any changes to ebase, make a backup of your database so
you can recover if you mess things up.
