When you look at this folder with the Finder, do you see ebase.103? 
Is the file really there?

Are you using FileMaker version 5? ebase 103 requires version 5. The 
file format is completely different from version 3 and 4.

If you do have version 5, you're going to have to go through the 
procedure step by agonizing step.  Somewhere your process is 
diverging from what is needed. Tell us every step you take. Every 
click, every dialog, how you respond, and what happens.
