That is the expected behavior. It is to prevent anyone from doing things
they shouldn't unless they are in the select few who know how to get to to
DevLogon and its password. Presumably they know what they are doing and
won't do things like delete all records except when they know thats what
they need to do to get rid of sample data or perhaps badly failed import
attemps.

By the way, is there any way of changing the password for DevLogon now that
you have told the world what it is?
