Somebody been tinkering with your copy of ebase trying to fix that? 
On my copy, entering a Payment frequency of "One Time Pmt" causes the 
regular amount to equal the full amount of the pledge, as expected. 
Check the calculation of Amount\Regular and make sure that the value 
in the popup list which implies One Time Payment is exactly what is 
called for in the calculation.
