I've had a similar problem using FMP 5.5 on a Mac. In fact, aside from dialing, I also got a "could not establish a connection" warning whenever I did any programming work - a big pain in the neck every time I did anything new.
I never looked into the whys and wherefores, but did find that I had to not only set the files to single user, but also turn off the web and related plug-ins in the FMP Application Prefs (Edit->Prefs->Application). In fact, that was what FMP tech support recommended - a less than ideal solution for someone who frequently changes the sharing settings and therefore needs to constantly switch preferences. I don't have FMP 5.5 here so can't recall the specific plug-ins that need to be turned off, but could get back to you later if you don't succeed in finding the right ones.
