Where do I find the bootloader arguments that are added to a safe mode
pfsense boot versus a normal boot. I would like to play around with
some bootloader options to see what, in particular, needs to be turned
off to get the boot message.

Sounds like you've tried the usual. You'll probably have to report it
to a FreeBSD list. See:
